We are seeking a Management Analyst to join the Systems and Policy Branch. While the position falls under the standard Management Analyst PD, this specific announcement is targeted to identify a candidate with experience or working knowledge of Agreements (Government Service Agreements).

Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.MINIMUM QUALIFICATIONS:
One year specialized experience directly related to the duties described above which includes experience with finance and accounting principles by interpreting financial reports (i.e. balance sheets, income statements); interpreting business reports (i.e. inventory reports); developing solutions to complex managerial issues based on analysis; and utilizing Microsoft suite to produce complex data reports, such as pivot tables, databases, etc.
Knowledge and understanding of analytical methods and techniques and understanding of basic statistical principles and techniques, and knowledge of the methods used to gather, analyze, and evaluate information.
Knowledge of management principles, practices, and techniques to provide services to the organization, analyze data and information, recommend improvements in procedures and policies.
Comprehensive oral communication skills and analytical writing skills
Highly Preferred Criteria: Degree in business administration, management or related field preferred.

HIGHLY QUALIFYING CRITERIA:
Demonstrated working knowledge of service agreements, including but not limited to Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), and FS Form 7600 A&B.
Advanced proficiency in Microsoft 365 tools, including Power BI, Power Apps, SharePoint, and Excel, with a focus on managing and visualizing large financial data sets. Skilled in developing dynamic dashboards and automated workflows that enhance data traceability, streamline operations, and reinforce compliance-driven decision-making.
Demonstrated leadership in managing end-to-end project lifecycles, ensuring timely execution and stakeholder alignment.
Exceptional attention to detail and clear communication skills, both written and verbal, to support accurate documentation, tracking, stakeholder coordination, and timely reporting.
